A New American Statecraft for Winning the New Cold War

For too long, American leaders have been reactive and ineffective in the New Cold War with China. Regaining the advantage and safeguarding peace requires a new conceptualization of statecraft, and there is not much time to get this right. Success requires using what we have on-hand to deter China, while setting conditions for a sustained competition. A maritime strategy of naval statecraft would leverage America’s advantages and act on our adversaries’ weaknesses.
