But what if the actual purpose was not do secure liberty for the hapless subjects of the state, but to reduce it? Of course if you are trying to get a Constitution ratified, you dare not say that out loud. So that notion never appeared in The Federalist Papers!
Pardon the cynicism, but the Constitution obviously had political utility to its generation of politicians. It rewarded many with the political briar patch they sought.
